This is changeable by copying appropriate lines from your
/netscape/Netscape.ad file to your .Xdefaults file and editing them.  DO NOT
ALTER your Netscape.ad file.  I have set fonts, sizes, background colors, a
background image, scrollbar widths, etc. this way. 

Here is a copy of the relevant portion of my .Xdefaults file.  If you're
interested I can send you a 21K jpg of what the upper left corner of my
netscape 4.51 looks like (I favor lavender and pale blue!), but it doesn't
seem right to post it.  Some of this stuff works, some doesn't.  Good luck.
